Is the newest standand CASINO program which can be downloaded CASINO_2.12.1, issued on 7.3.2013?

Yes it is, but as explained
here it is currently recommended to use the 'current beta' version as the production version of CASINO. The release of the new CASINO 2.14 standard has been delayed because (a) I was considerably overworked in the summer, and (b) I've been ill for much of the period between late September and now.. I've been doing some work on the new version over the last couple of weeks, and my current estimate is that it will be finished around March 15th..
